Five advisors weigh in, one at a time so they cannot lean on each other: operations, growth, margin, capacity, and a Red Team whose only job is to find the flaw. The Council Director runs the session and holds no opinion. Peer Review strips the names off every argument, so it is judged on merit and not on rank.
